This message applies only to providers whose devices support telematics transfer; it does not impact ELDs that support only the local transfer option (Bluetooth and USB).
On April 27, 2020, we informed ELD providers via email that the FMCSA ELD public certificate will expire on August 6, 2020. FMCSA has procured a new public certificate and ELD providers can now begin the process of updating to this new certificate.
Download the new FMCSA ELD public certificate (also referred to as the public key)
- Visit the Develop and Test Your Device page in the ELD Provider Portal (log in required).
- Look in the Data Transfer section and click on FMCSA Public Key to start the download.

Update your customers
Once you have updated your device software to use the new FMCSA ELD public certificate, be sure to inform your customers of the software update and encourage them to accept the software update on their devices to avoid an interruption in service.
Deadline: August 6, 2020
The deadline for providers to update to the FMCSA ELD public certificate is August 6, 2020, which is the expiration date of the old FMCSA ELD public certificate. If providers have not completed the certificate update on their telematics devices by this date, beginning August 7 these ELDs will not be able to transfer files via email, and the device will not be in compliance with the ELD rule.
Can ELD providers use the new certificate before August 6?
Yes. While FMCSA’s system will continue to accept the current FMCSA ELD public certificate until it expires on August 6, it also accepts the new certificate so that you can begin the certificate update as soon as possible. ELD providers are strongly encouraged to complete this certificate update well in advance of the August 6 deadline to avoid any interruption in service to your customers.
